Law is same for both , however note the difference in law enforcement. Note the difference in steps to find out truth, legal prosecution, enquiry. Is CJI gogoi above law , constitution of India??? A honest person doesn't have to cover up anything, whereas a person who has committed wrong  cover ups. This cover up act by gogoi itself proves he has committed wrong.
